Commonwealth Games terror threat as intelligence chiefs warn of Mumbai style attack ahead of closing ceremony

Indian intelligence warned today of a militant terrorist plot to attack Delhi on Thursday during the build-up to the closing ceremony of the Commonwealth Games.

Officials said that new intelligence indicated that the Lashkar e Taiba group which carried out the commando-style attacks in Mumbai in 2008 were targeting attacks in the Indian capital on Thursday as 64,000 travel to the showpiece closure of the Games.

The Pakistan-based terror group, which has links to both Al Qaeda and the Taliban, is believed, officials say, to be working with a militant group and in India and already to have some of its operatives in Delhi.

More than 1,000 extra police and soldiers were drafted into the city yesterday and will focus on the ceremony at the central Jawaharlal Nehru Stadium.

A major concern is the Delhi Metro as the authorities have advised the majority of spectators to travel by the system or then either by bus or to walk.

Details of the Lashkar e Taiba plot comes two days after the Indian Army seized 50kg of explosives being smuggled to Delhi which they said were to be used in attacks in the city.

Two consignments of explosives hidden in apple boxes placed among passenger luggage on buses heading to the Indian capital from Kashmir were found by the Indian military’s intelligence wing.

As the already blanket security was stepped-up in Delhi yesterday, anti-terror investigators said they had arrested a militant belonging to the radical group Hizbel Mujahideen, which has been linked to the ISI, Pakistan’s external intelligence agency.

He is said to have confessed that the explosives had been supplied in the town of Doda bordering Pakistan and were to be used in attacks in Delhi as the beleaguered Commonwealth Games build to their climax.

Detonators, timing devices and other bomb making materials were also seized.

Details of the foiled plot emerged the day after police were said to have intercepted emails between radical Islamic groups outlining dual attacks on Delhi and Mumbai.

It suggested that as in the 2008 commando-style attacks on Mumbai hotels, station and cafes, which left more than 170 dead, terrorists would arrive by sea and carry out simultaneous atrocities with other militants in Delhi.

The Stock Exchange in Mumbai, top hotels and the airport were all said to be potential targets referred to in the emails and extra police and soldiers were drafted into Delhi over the weekend.

Sandbagged machine gun positions were manned on street corner near the heart of the city and uniformed armed police stretched out at distances of 100metres near tourist sites and hotels used by holidaymakers and Commonwealth Games’ officials.

Kashmir is a major apple producing area and boxes of the produce are regularly carried on buses sent to major Indian cities.

Two groups were said to have been given responsibility for delivering the explosives to Delhi and police fear that some of the consignment may already have reached the city.

Armed escorts provided for the fleet of red buses carrying athletes and those Games’ officials were also stepped up at the weekend when at one stage, eight helicopters circled low over the centre of Delhi.

During the troubled build-up to the Games which were meant to showcase India to the world there were warnings Delhi was being targeted by two militant groups after intelligence officers evesdropping on telephone calls heard targets and supply lines for equipment to be smuggled into the city being discussed.
